Following the first pledges made at the OSCE Maastricht Ministerial Council on 3 December 2003, the OSCE has by 6 February 2004 received pledges from participating States, as listed below. Due to the date set for Parliamentary Elections, it will not be possible to utilize some of the pledges within the timeframes envisaged in December 2003. Anticipating that these issues can be resolved and taking into account the latest pledge by USA, funding for implementing Phase II has now been secured.
